Per-platform "how this platform actually behaves" — ~50 params each. Bid types, format specs, rate limits, known policy gotchas. Stored as markdown under knowledge/platform_refs/. One ref per platform; consumed by every tactic agent that talks to that platform.

Why this isn't hardcoded: ad platforms change quarterly. New formats, deprecated bid strategies, new policy gotchas. A markdown ref versioned in git lets ops + engineering update behavior without a code deploy. Every tactic agent reads its platform's ref at run time and pins the version into the agent_run for replay.
